BRIEF INFORMATION

With the integration established between Takasbank and Expenditure Management System of Ministry of Treasury and Finance of the Republic of Türkiye; It is the service of accepting letters of guarantee requested by the Ministries for different purposes through the Takasbank Ministries Collateral Management System created with the integration of Takasbank and the Expenditure Management System and transferring them to the Directorate General of Public Accounts System and accounting them. The first phase of the Ministries Collateral Management Service Project was put into practice on June 23, 2025, covering the acceptance, custody, return, registration as revenue and reporting processes (on behalf of the Contracting Authorities) of the relevant collaterals regarding the electronic letters of guarantee accepted by the Tobacco and Alcohol Department of  Ministry of Agriculture and Forestry of the Republic of Türkiye.

The letters of guarantee submitted to the Tobacco and Alcohol Department of Ministry of Agriculture and Forestry of the Republic of Türkiye are issued by banks and transferred to Takasbank, through the Credit Bureau's Electronic Letter of Guarantee Platform, and from Takasbank to the Expenditure Management System to be accounted for.

All processes, regarding the letters of guarantee of -Tobacco and Alcohol Department of  the Ministry of Agriculture and Forestry of the Republic of Türkiye- accepted through Takasbank, are carried out digitally and fully automated through the “Ministries Collateral Management System”.

The procedures and principles regarding the transactions carried out within the scope of the service are determined by the “The Procedure on Istanbul Clearing and Custody Bank Inc.
