EXECUTIVE MANAGEMENT

Yunus ARINCI was born in 1975 in Ordu/Kumru. He completed his primary, secondary and high school education in Ordu/Kumru. He graduated from Ankara University, Faculty of Political Sciences, Department of Public Administration and also studied Sociology at Anadolu University as a second academic programme. He started his professional career as an Assistant Inspector at the Prime Ministry in 1997 and was promoted to Inspector in 2000 and Chief Inspector in 2007. In 2007, he worked as the head of department at the Scientific and Technological Research Council of Türkiye for one year. On 14 October 2009, he was appointed as the Chairman of the Prime Ministry Inspection Board. On 13 July 2015, he was appointed as the Chairman of the Presidential State Supervisory Board, a position he held until 7 June 2024. He served as a member of the Board of Auditors at Vakıfbank, a member of the Board of Directors at Erdemir and Chairman of the Corporate Governance Committee at Erdemir. At the general assembly meeting of Borsa Istanbul held on 31 October 2016, he was elected as a member of the Board of Directors and Deputy Chairman. He represented Türkiye in numerous meetings at the international level, led many national and international projects and conducted important research. He served at the IMF as a representative of our country. ARINCI completed his master's degree in Public Administration at Indiana University in 2009 and received his doctorate degree in Political Science and Public Administration from Ankara Hacı Bayram Veli University. Since 7 June 2024, he has been serving as Takasbank General Manager and Member of the Board of Directors. Yunus ARINCI is fluent in English and is married with three children.

Gökhan ELİBOL was born in Erzincan. He graduated from Ankara University Political Sciences Faculty and has currently been continuing his post-graduate studies at Beykent University Law Faculty. Mr. ELİBOL started his professional career as Tax Auditor within the Ministry of Finance and then he proceeded as sworn-in bank auditor within the Banking Regulation and Supervision Agency. Throughout his 10 year term of office within the Banking Regulation and Supervision Agency, he conducted audits regarding risk management, finance and financial structure in large-scale deposit-taking banks as well as other deposit-taking commercial banks, participation and investment banks. Mr. ELİBOL represented his organisation in many local and international events and actively participated in regulation production practices. In 2016 he holds the post of Executive Vice President at Takasbank responsible from markets and operations. Between April 2019 – March 2021, Gökhan ELİBOL was chosen as Deputy General Manager and Board Member at İstanbul Takas ve Saklama Bankası A.Ş.

Taşkın ÖKER, born in Ankara in 1976, completed his undergraduate education in Istanbul University, Department of Electrical and Electronics in 1998. He has 22 years of experience in the financial sector Information Technologies world. He started his business life at Siemens Business Services between 1998-2000. Taşkın ÖKER, who started to work in Istanbul Clearing and Custody Bank Inc. on June 01, 2001, served as System Manager, Project Manager, Network and Cyber Security Team Manager, IT Infrastructure and Operations Manager and IT Infrastructure and Operations Director, respectively. Taşkın ÖKER, who has been involved in and supported many projects in the working groups under the roof of Takasbank, has been working as the Executive Vice President responsible for Takasbank Information Technologies since October 30, 2020.

Murat GÖRGÜN, born in 1973 in Ankara, Murat GÖRGÜN received his bachelor's degree from Middle East Technical University, Faculty of Economics and Administrative Sciences, Department of International Relations in 1995 and his master's degree from Marmara University, Institute of Banking and Insurance, Department of Banking in 2011. Murat GÖRGÜN, who is a Certified Public Accountant, started his banking career at Sümerbank in 1997 and worked at Etibank Inspection Board between 1999 and 2000. Joining Takasbank in 2001, Murat GÖRGÜN served as Inspector in the Inspection Board, Risk Management Manager between 2009 and 2011, and Financial Services and Reporting Department Director between 2011 and 2021. Murat GÖRGÜN was appointed as Takasbank Executive Vice President responsible for Central Counterparty and Financial Services on 7 May 2021 and also serves as a member of the Board of Directors at Ege Tarım Ürünleri Lisanslı Depoculuk A.Ş.
